Diplomats & Employees of International Organizations
Holders of diplomatic passports, consular identification, and certain other visas who are entitled to operate a vehicle on a tax- and duty-free basis in the country where they are stationed.

Some of the eligible visas are:

• U.S. Diplomatic or Official Passports
• A-1 and A-2
• G-1 and G-4

Military  
Any members with proof that they have been posted abroad at any time.
